Are you really shure for the flower (Santolina sp) for the 2nd picture ?
it looks also Tanacetum vulgare (Tanaisie )

if the 2nd one is oviposting on Tanacetum vulgare (Tanaisie )
Maybe it is "Torymus tanaceticola " ,
Plant associates :Tanacetum sp.,
Primary hosts:Rhopalomyia tanaceticola (Cecidomyiidae)

and also 2 (Chalcidoid family: Eulophidae)
if the 2nd one is oviposting on Santolina sp
there is only Dermatopelte budensis (Chalcidoid family: Eulophidae) , associated with this plant
