Little green Chalcidoidea ? [Pteromalidae-Halticoptera male]

In the vegetation, near a pond. About 3 mm (Zeebrugge, Belgium, 16-09-2008).
What coul it be ?

Does this chalcidoid have some mites? under the head, yellow things. What could they be?

Unfortunately, I haven't better pictures. I only saw him a few seconds, just the time to take those 5 pictures and he flew away.

Hi, I think this is a male of Halticoptera (Pteromalidae). The yellow things under the head are the yellow, swollen maxillary palpi, characteristic for the males of this genus.
