A strange one again :-)
It looks like a "Scelionidae" to me too, maybe Macroteleia sp?

Description of the genus:
Galloway, I. D. (1978). A REVISION OF THE AUSTRALIAN SPECIES OF MACROTELEIA WESTWOOD (HYMENOPTERA: SCELIONIDAE: SCELIONINAE. Austral Entomology, 17(4), 297-310. (PDF)

A key to separate Macroteleia from Triteleia in:
Chen, H. Y., Johnson, N. F., Masner, L., & Xu, Z. F. (2013). The genus Macroteleia Westwood (Hymenoptera, Platygastridae sl, Scelioninae) from China. ZooKeys, (300), 1. (PDF)
