Length about 1 mm.

I would say this is a female Macroglenes species.

Ok...so this time I even had the family wrong :?

But that would fit to the Macroglenes penetrans males I've seen at the same place, a few days earlier.

Eulophidae have only 4 tarsi (clear on your third picture), a feature to check for the family (if I'm not wrong).
Macroglenes spp: "associated with cecidomyiids on grasses, including cereals" says Bouček & Rasplus 1991
