Is this Encyrtidae? Netted, Townsville, Queensland.

Yes absolutely! There is a short marginal vein and although it's a little harder to tell, you should be able to see that the axillae nearly meet medially. Also, although you can't quite see it, the bulging mesopleuron is consistent with this family.
