Ichneumon stramentarius

Hello,

An Ichneumoninae found in North of France, Clairmarais, the 26 september 2017, in a mainly deciduous forest
Maybe a female Ichneumon suspiciosus ?
I count 37 segments on the antenna flagellum and I don't see a scopa on hind coxa

Yes, I think it is I. suspiciosus.

Why not stramentarius sensu Rasnitzin septentrionalis auct

I agree with Camille, this is more likely Ichneumon stramentarius. I checked with key in Perkins again, the surface sculpture on hind coxa fits better with stramentarius (which I have in collection).
