Ibalia leucospoides

The photographed insect was seen on freshly felled conifers in August 2017 , in Tipperary Ireland .
It has been identified as Iballidae and I think Ibalia leucospoides . Is it possible to get confirmation please I have no specimen but lots of photos .It seems to be rare according to some online sites .
